Unfortunately your second AoE spell is for wars only. But don't worry! This is one of the most useful spell in your arsenal during RvR. It reduces the enemies' (up to 11 enemies per skill use) movement speed significantly in a wide area for 5 seconds. Their speed is reduced to almost nothing, giving you and your allies time to kill each one of them. Also, after 5 seconds, it surprises your targets with a huge damage based on your magic attack. It rakes up damage points for your overall ranking, so I suggest using it every single time you are able.

Decreases movement speed of the target for 10 seconds. It might not be directly useful in PvE, but in wars and PvP it's extremely useful. People rushing the crystals can be stalled by this skill. Also, running away can be easier by planting this skill on your chaser.
It's usefulness in PvE comes in kiting. Using this with the Levitate skill allows you to kite monsters will minimal damage received (monsters run back to their original spot after a while of running without catching you). But since the cooldown is over 20 seconds, it won't be used often outside of wars.
Also, this skill does damage even though the description doesn't say. I believe the damage to be your auto attack going secretly as you cast the spell. Knowing this, casting this spell at a dying target prevents them from moving or further attacking you (if the damage from the spell kills it). It's a good finisher in leveling if you want to save potions, since normally targets can still attack you while casting.
Levitate
Active Toggle Buff Skill

This trademark Wizard skill allows you to float in the air, making you look cool or creepy (I've been told both). Also, this notorious skill increases your movement speed enough to get away from your die-hard fans that try to kill you. But it does come with a huge mp leaking price. I recommend not using this skill while leveling, but always have it activated in wars.
The description says that this skill gets canceled after getting attacked. It's a complete lie! As of closed beta, this skill is only canceled if you turn it off, or if you die, not when you get attacked.
Novice Ride

Pretty self explanatory. Gained by every class, you can ride mounts to make running a bit easier.
You can get by with just running around if you don't want to spend 100,000 gold on getting this skill in addition to buying mounts every time they run out. You can always just use Levitate, since it's only 12% less movement speed at skill level 1, and 10% less at skill level 2 etc.

In RvRs, use this with the upcoming skill at level 29, Frozen Protect to have more survivability while your at your highest peak of magic attack. Also, use Time Bomb Demi-god skill for your highest damaging attack.
Since the description fails in game, I'll provide the actual stats:

The skill description is bugged from level 3 and on. At level 3 it says 1500 damage, but it's really 1600. Level 4 it says 1750, but it's really 2000. Level 5 says 2000, it will probably be 2400/500, not sure yet until the level cap rises.

Pretty much all you do is look for a cliff that is next to a busy passage and stand there, shooting enemies down with your spells. Of course people below can shoot you back, so be careful. Initial targets that run away and escapes your grasp are to ignore. Tab a new target to attack, for the main purpose of this is to survive more but put out more damage.
Maximizing Kills
Silent but Deadly
Creep behind a strong melee character, preferably gladiator *coughDanYucough*, and kill the enemies while hiding behind your meat shield bulldozing enemies.
Maximizing Crystal "Get," "Lay," and "Return"
I'm a Defender! - Requires good gear and a daring attitude
Have a shield and a one handed sword (one handed staff if you'd like, but you will attract more attention with it than the sword) ready for your other set of weapon (Pressing Z will switch weapons). Make sure your gear is suitable for this or else you're just throwing your life away. Have speed as enchants and vitality or HP for more survivability.
Happy crystal grabbing with your shield and the Frozen Protect skill, as well as Levitate. Feel free to slow down your fans with Foot Chain and Time Bomb.
Maximizing Rank
Suicide - Not recommended
Throw yourself in the mercy of Assassins. Assassination would most likely follow if you're near crystals with Assassins, or near stupid Assassins that waste their skills on Mages.
Since this is only for fame, it's kind of worthless and stupid. But people do them. Be warned that if you do not get assassinated, you just wasted your time.
